Who is the UK Toy Industry Forum?

Since June 2012, a group of Quality Assurance Professionals from leading UK toy brands, retailers, importers, laboratories and trade associations have been working together on practical and realistic compliance solutions for the UK Toy Industry in response to the Chemical Requirements of the Toy Safety Directive which will be effective from 20th July 2013.

This group of professionals, who meet regularly throughout the year, forms the UK Toy Industry Forum which is hosted by Bureau Veritas Consumer Products Services.

The work of the UK Toy Industry Forum

As a first major project, the Working Group of the Toy Industry Forum has developed a "Chemical Risk Management Profile": a detailed questionnaire designed to assess the processes that are used by suppliers to control restricted substances that may be found in toys.

The Chemical Risk Management Profile is freely available to toy companies in the UK and abroad.

The Chemical Risk Management Profile

The Chemical Risk Management profile is a questionnaire intended to assess the processes that are used by a company to control restricted substances that may be found in toys.

The questionnaire can be used by:
  • Retailers (including Distributors and Importers) to assess the readiness of their suppliers with regards to Chemical compliance
  • Manufacturers to demonstrate to their retail customers the respective obligations each of them have with regards to the Toy Safety Directive
  • Enforcement Authorities to assess companies for their compliance to the chemical requirements of the Toy Safety Directive

It should be noted that Manufacturers are not obliged by the Toy Safety Directive to supply technical or compliance information to Distributors, however the decision as to how the questionnaire is to be completed and which sections are to be completed needs to be agreed between the supplier and the retailer.

The questionnaire can be used wholly or in part, depending on what level of information is required and can be completed on an on-site visit if appropriate or can be completed by correspondence.

There are three sections to the questionnaire:
  • Chemical Risk Management Profile for Toys
  • Chemical Risk Management Profile: Guidance Document
  • Factory Substances Control for Toys
